The short answer
- eKonsulta stays available until December 31, 2026 for YAKAP Clinics that haven't migrated (PhilHealth Advisory 2026-0038).
- Every YAKAP Clinic must move to a PhilHealth-certified EMR. New clinics accredited in 2026 need one to be accredited at all (PhilHealth Advisory 2025-0077).
- Plan for data migration, staff training and a few weeks of clean claims before the cutoff. Don't leave it to December.
What's changing, and when
eKonsulta is the free system PhilHealth provided for Konsulta (now YAKAP) clinics to record encounters and submit data. PhilHealth is retiring it and moving every YAKAP Clinic to private EMR providers that it has certified. Two advisories set the timeline.
PhilHealth Advisory 2025-0077 announces that eKonsulta will be decommissioned. Clinics are asked to declare their chosen EMR provider to their Local Health Insurance Office (LHIO) through a signed conforme, and to migrate patient data.
Newly accredited YAKAP Clinics must engage a certified EMR provider as part of accreditation.
PhilHealth Advisory 2026-0038 keeps eKonsulta running past the original July 1, 2026 shutdown and urges clinics to finish the transition as soon as possible.
Last day eKonsulta remains operational for clinics that have not migrated.
An eight-step migration plan for LGUs
This is the sequence we use with municipalities and provinces. Smaller LGUs with one or two RHUs can combine steps.
List every YAKAP Clinic and its status
Which RHUs and city or municipal health offices are accredited, which are still on eKonsulta, how many members each has registered, and whether their XML uploads are up to date.
Choose a PhilHealth-certified EMR provider
Pick only from PhilHealth's list of certified EMR providers. Use the criteria below to compare providers on migration support and on-site capacity, not just software.
Declare your provider to the LHIO
Advisory 2025-0077 asks each clinic to submit a signed conforme naming its EMR provider. If your clinics haven't done this, coordinate with your LHIO now.
Clean up current records
Finish pending encodings and XML uploads in eKonsulta, so you migrate complete records and nothing is left unsubmitted.
Migrate patient data
Move member profiles, first patient encounters and consultation history into the new EMR, then spot-check records against eKonsulta.
Prepare each site
PhilHealth expects reliable internet for real-time claims. Confirm connectivity, devices and registration workstations at every clinic.
Train staff on the new workflow
Registration, the PhilHealth Check Utility (PCU) liveness check, the digital YAKAP Empanelment Slip (YES), encounters and claims.
Go live and watch the first claims
Switch each clinic over, then track the first claims cycle closely so returned or held claims are fixed quickly.
How to choose a YAKAP EMR provider
All certified EMRs meet PhilHealth's technical standard. What separates them for an LGU is what happens around the software.
| Ask the provider | Why it matters |
|---|---|
| Are you on PhilHealth's certified list, and under what certification number? | Only certified EMRs can replace eKonsulta. Check the number on PhilHealth's site. |
| Will you migrate our eKonsulta records for us? | Migration is where most of the work and risk sits. |
| Do you support the PCU liveness check and the digital YES? | Both are now part of every first patient encounter and empanelment. |
| Can you run registration drives, not just software? | Most LGUs still need to register a large share of their population. |
| Will your people be on site when we go live? | RHU staff are already stretched; on-site support keeps claims flowing. |
| Can the LGU see all its clinics in one dashboard? | Health officers need registrations, encounters and claims by facility. |
| Where have you done this at scale? | Ask for an LGU reference you can call. |
How Exakt Medical migrates an LGU
We are a PhilHealth-certified YAKAP EMR provider (No. KON-03-04-2024-00001) and a Certified Service Provider for YAKAP registration. We handle the migration with your health office, not just hand over logins.
Assess
We review your RHUs and YAKAP Clinics, their eKonsulta status and current registrations.
Migrate and set up
We move your YAKAP records into our certified EMR and deploy registration workstations.
Train and stay
We train your staff and stay on site until claims flow cleanly.
We have run this at provincial scale: our EMR recorded registrations and encounters and filed claims for the Province of Pangasinan's GUICONSULTA program, which passed 1.4 million enrollees. Read the Pangasinan case study.
eKonsulta migration FAQ
When does eKonsulta end?
PhilHealth Advisory 2026-0038 (June 30, 2026) states that the eKonsulta system will remain operational until December 31, 2026 for YAKAP Clinics that have not yet migrated. It extended the earlier July 1, 2026 shutdown set by PhilHealth Advisory 2025-0077.
Do all YAKAP Clinics have to move to a certified EMR?
Yes. Both advisories require YAKAP Clinics to transition to a PhilHealth-certified EMR service provider, and integration with a certified EMR is one of the performance commitments under PhilHealth Circular 2025-0017. Clinics newly accredited for 2026 must engage an EMR provider as part of accreditation.
Will we lose our patient records when we leave eKonsulta?
No, if the migration is done properly. PhilHealth expects patient data to be migrated from eKonsulta to the new EMR, and EMR providers may assist. Exakt Medical migrates existing YAKAP records into its certified EMR before clinics switch over.
What should LGU clinics keep doing until they migrate?
Under the advisories, clinics still on eKonsulta should encode all data after each patient encounter, download the YAKAP XML file and upload it through the HCI Portal or the Local Health Insurance Office, and keep patient records complete, because only complete and accurate claims are validated and processed.
Is Exakt Medical a certified EMR provider for YAKAP?
Yes. Exakt Medical Services Corporation is on PhilHealth's list of certified providers with YAKAP EMR certification No. KON-03-04-2024-00001, issued March 21, 2024.
Can one EMR provider migrate all the RHUs in a municipality or province?
Yes. Exakt Medical migrates multiple RHUs and YAKAP Clinics under one LGU, sets up registration workstations, trains staff, and gives the LGU a single view across facilities. It ran the EMR for the Province of Pangasinan's GUICONSULTA program across 48 towns and cities.
