The challenge: a province-wide promise

Pangasinan set out to do what the Universal Health Care Act asks of every LGU: bring every resident into primary care. GUICONSULTA aimed to enroll every Pangasinense in PhilHealth Konsulta, now YAKAP, and serve them through a network of accredited facilities in all 48 towns and cities.

When the program started, about 30,000 residents were enrolled. Reaching a population of millions meant registering people at a pace few LGU programs had attempted, recording each first patient encounter correctly, and filing claims with PhilHealth across dozens of facilities without a backlog of returned claims.

What Exakt Medical did

On September 19, 2024, the province signed a Memorandum of Agreement naming Exakt Medical as the EMR provider for GUICONSULTA. From then on, our PhilHealth-certified YAKAP EMR was the system of record for the program.

Registration at scale

Every registration was recorded in our EMR, with real-time PhilHealth membership verification to keep records clean from the start.

First patient encounters

Encounters were captured in the EMR across the provincial network, reaching more than 600,000 by June 2025 per PhilHealth.

PhilHealth claims

The EMR prepared and submitted the province's YAKAP claims to PhilHealth throughout the program.

The results

  1. About 30,000 Konsulta enrollees in the province.

  2. Province signs Memorandum of Agreement with Exakt Medical as GUICONSULTA's EMR provider.

  3. More than 1.4 million enrollees, as reported by the Provincial Government of Pangasinan.

  4. More than 600,000 first patient encounters, as reported by PhilHealth.

  5. Pangasinan accounts for about 35% of all Konsulta enrollees nationwide, as reported by the province.

A model for the country

PhilHealth's Region 1 office said its head office was studying the "Pangasinan Business Model" for possible national policy, and Quezon City moved to adopt the same approach.

What other LGUs can take from Pangasinan

  • Make registration the first job. Coverage grows when teams go to barangays, not when residents are left to walk in.
  • Capture clean data once. Verifying membership at registration is what keeps claims from bouncing back later.
  • Run one system across the network. A single certified EMR gives the provincial health office one view of every facility.
  • Pick a partner that stays. At this scale the EMR provider has to work alongside the health office for the whole program.

With eKonsulta ending on December 31, 2026, many LGUs are choosing a certified EMR now. See our eKonsulta migration guide or how YAKAP registration works.
